
Mandatory Registration of Platform Providers

The increasing use of platform providers in the NDIS market has created a regulatory imbalance, allowing unregistered providers to bypass quality assurance measures such as supervision, training, and compliance. This puts participants, particularly those with complex psychosocial needs, at risk of receiving inadequate support from under-trained and unsupported workers.
To address these concerns and promote a sustainable, high-quality NDIS workforce, QAMH recommends:
- Mandatory registration of platform providers to enhance accountability, service safety, and workforce standards.
- Review of indexation and cost modelling to reflect the true cost of service provision, including regional variations and staff development.
- Clarification of duty of care responsibilities to ensure platform providers are legally accountable for service quality and worker conditions.
- Restriction of high-risk supports to registered providers to strengthen participant safeguards.
- Alignment with the NDIS Workforce Capability Framework to uphold consistent standards across all providers.
These measures aim to create a fairer and more sustainable NDIS market, ensuring participants receive high-quality, person-centred support while maintaining choice and control.
