Our consultation with Members has highlighted significant challenges under the current PHN model, including inconsistent service delivery, inflexible funding models, and a disconnection from frontline service realities.
Key Points of the Submission:
- Clarity and Role of PHNs: We stress the need for clear role definitions for PHNs, emphasising that their primary focus should shift back to local health planning and true service commissioning rather than mere data collection and contract management.
- Service Delivery Challenges: Our members report widespread issues with PHN-managed services, including late contract renewals and short-term funding cycles, which hinder long-term planning and workforce stability.
- Governance and Engagement: We call for fundamental governance reforms to improve transparency and accountability within PHNs. There’s a critical need for PHNs to engage more meaningfully with service providers to co-design services that reflect local community needs.
- Recommendations for Improvement:
- Enhanced Flexibility: PHNs should have greater flexibility in funding to adapt and respond to emerging community needs effectively.
- Long-Term Funding Models: We advocate for extended funding cycles to ensure the sustainability of successful programs and reduce the administrative burden of constant reapplication for funds.
- Strengthened Local Focus: PHNs should prioritise local knowledge and expertise in their commissioning processes to enhance service relevancy and effectiveness.
We believe that with strategic adjustments, PHNs can better serve as pivotal structures in our health system, enhancing both the reach and quality of mental health services across the state.
