Commissioning Approach for Part of the Supported Independent Living (SIL) Market

Supported Independent Living

Where and how people live, who supports them and whether they feel safe and at home are central to good Supported Independent Living.

QAMH’s submission to the Australian Government Department of Health, Disability and Ageing calls for any new commissioning approach to reflect the realities of psychosocial disability, including support needs that may fluctuate over time.

QAMH recommends:

  • targeting government oversight at genuine risks in service arrangements and local markets, rather than a person’s diagnosis
  • providing individualised, recovery-oriented, trauma-informed and culturally safe support
  • strengthening choice, independent advocacy and safeguards, including action to reduce and eliminate restrictive practices
  • improving transitions between hospitals, SIL and community-based mental health services
  • funding the full cost of safe, high-quality support, including workforce, wage and regional delivery costs.

Ultimately, reform should be judged by whether people have real choice and control, feel safe, heard and connected, and can live well in their homes and communities. It must also support a diverse and sustainable provider market.
